Disasters triggered by natural hazards cause extensive destruction, hinder sustainable development, and result in injuries, mental health challenges, and loss of life. Low-income communities are disproportionately affected due to physical, social, and economic inequities. The goals of this study are to investigate (1) the mental health impacts of disasters; (2) the importance of mental health strategies in enhancing disaster response management (DRM); and (3) effective strategies to build psychological resilience in low-income communities. To achieve these goals, this study surveyed 125 Peruvian experts from architecture, engineering, and construction, along with experts from other fields, including education, business, and healthcare. Statistical tests, including the Kaiser-Meyer-Olkin test, Cronbach's alpha, and Bartlett's test of sphericity, validated the sample. Ordered probit regression evaluated the importance of integrating mental health strategies into DRM for a holistic and effective approach that prioritizes well-being. The findings reveal severe mental health impacts of disasters, gaps in support systems, and the critical role of mental health strategies in fostering resilience and recovery. Despite these challenges, mental health remains a largely overlooked aspect of DRM. This research addresses this gap, offering valuable insights into the benefits and effectiveness of prioritizing mental health and well-being as integral components of DRM.
