Public transportation agencies are facing a growing need for efficient, cost-effective, and performance-oriented maintenance solutions. Performance-Based Maintenance Contracting (PBMC) is one of the methods available to perform road maintenance. However, several DOTs and local transportation agencies lack guidance to decide whether this option is suitable for their needs. Grounded on a comprehensive literature review and subject matter expert input, this study develops and preliminarily validates a theoretical structured decision-making framework to guide transportation agencies in selecting Performance-Based Maintenance Contracting (PBMC) for road infrastructure projects. The framework introduces a two-phase evaluation process: (1) assessment of an agency's current scenario and readiness and (2) strategic project-level evaluation based on service goals, constraints, and risk factors. A selection matrix that includes primary and secondary evaluation criteria, such as cost-effectiveness, service quality, and contractor experience, facilitates transparent and justifiable decisions regarding contracting methods. The framework is a first stepping stone to support facilitated workshops and enhance collaborative decision making among relevant stakeholders tasked with deciding what strategy is better suited to delive maintenance projects in their agencies.
