  • The ubiquitous nature of violence concomitant with a disproportionate number of physical and sexual offenses committed against females indicate that gender is a “risk factor.” The majority of the crimes are committed against females just because they are females. When crimes committed against individuals and property are motivated by no other reason other than their gender - then those crimes fall under the category of hate crimes.
