  • Water is necessary for humanity’s needs, is becoming increasingly scarce and vulnerable to climate change, is unequally distributed, and is often transboundary in nature. Water’s transboundary nature combined with its strategic value pose particularly challenging management problems, making it prone to interstate conflict. However, and often for the same reasons, water is also a catalyst for cooperation. Based on the extant literature as well as case studies, this chapter explores some of the factors that explain the linkages among freshwater, conflict, negotiation, and cooperation.
