Professor Carpenter was recently quoted by Military.com, where he discussed recent changes to the Uniform Code of Military Justice. In the recent National Defense Authorization Act, Congress took the authority to prosecute sexual assault and most homicide cases from commanders and gave it to independent military lawyers.
