Gloria Flora’s high-profile resignation from the U.S. Forest Service in November 1999 has been grist for the mill of those on both sides of the debate over the appropriate management of public lands in the West. This is an account of Flora’s decision to “exit with voice” and the events that led to the showdown in a remote town in rural Nevada, and it explains why Flora is a moral exemplar.
