  • The focus of this paper is on the Capital Wireless Integrated Network (CapWIN) project, a wireless communication system that supports unit to unit communication for emergency services (police, fire and EMS) across multiple jurisdictions in the US National Capital Region. The paper presents elements of the business plan that was developed in an effort to build a consensus among regional officials and leaders on how to support the costs of operating CapWIN. This paper is of particular interest because it describes the application of the business plan concept to the development of a multi-jurisdictional government corporation seeking to operate in a business like manner.
