When designing a sanitary landfill, the objectives are to provide long-term environmental protection, ensure regulatory compliance, and achieve cost-effective utilization of manpower, equipment, and space. This paper presents a design methodology to achieve these objectives. Some topics discussed are the following: environmental regulations; the identification of goals; the consideration of final site use; characteristics of waste; specifying the design basis; data for the site layout; varying permeability of soils; the design of a leachate control system; and the development of a detailed design.
